First you can write the equation in the form of y = mx + b where m = slope and b = y-intercept by plugging in the given point and the slope and solving for b.
y = mx + b
4 = 7(-9) + b
4 = -63 + b
4 + 63 = b
67 = b
The y-intercept is (0,67)
