The Nevada Department of Health and Human Services (DHHS) is the Lead Agency for Early Intervention Services (EIS). The Part C Office provides the oversight of Early Intervention Services of the Individuals with Disabilities Education Act (IDEA). The IDEA was created with a vision for comprehensive, interagency, multidisciplinary, family-centered, and community-based services accessible to all infants and toddlers with disabilities and to many who are at risk for disabilities. This law has been reauthorized as the Individuals with Disabilities Education Improvement Act of 2004 (IDEA) or Public Law 108-446.

    Nevada IDEA Part C Office Public Posting of Federal Fiscal Year (FFY) 2022 DRAFT Grant Application 

    Public Participation Requested: Your feedback is valuable!

    Nevada IDEA Part C Office's completed annual Grant Application, with supporting information, must be submitted to the U.S. Department of Education Office of Special Education Programs (OSEP) on or before May 13, 2022, to ensure that Nevada's FFY 2022 IDEA Part C grant funds are available for obligation on July 1, 2022. Public participation is required for at least 60 days prior to the deadline, with the opportunity for public comment on the application for at least 30 days during the public participation period in accordance with 34 CFR 303.208(a).

    Based on a downward trend of COVID-19 cases, the January 12, 2022 pause on early intervention face-to-face visits was lifted beginning on Monday February 14, 2022 and early intervention services has returned to Phase 3.5 guidance.     Nevada IDEA Part C Update, August 9, 2021

    On Thursday, March 11, 2021, President Biden signed into law the American Rescue Plan (ARP) Act, which will deliver critical aid to States (as well as Puerto Rico and the District of Columbia), as the country continues to recover from the COVID-19 pandemic. See https://www2.ed.gov/policy/speced/leg/arp/index.html

    As part of this aid, the following amounts were appropriated for IDEA programs:

    $2,580,000,000 for grants to States under Part B;

    $200,000,000 for preschool grants under Section 619;

    And $250,000,000 for programs for infants and toddlers with disabilities under Part C.

    The designated ARP amount which  Nevada IDEA Part C received in July 2021 was $1,856,917.00. The IDEA Part C Office submitted final ARP materials to Office of Special Education Programs (OSEP) by the deadline of August 2, 2021 explaining how the ARP funds will be used. The IDEA Part C Office gathered stakeholder and public feedback from June 14, 2021 through July 22, 2021 for the historic opportunity of planning the use of the ARP funds. Feedback was provided to the IDEA Part C Office via public online survey, public forum at the Interagency Coordinating Council Quarterly Meeting which was held virtually on July 15th, 2021, and by email to the IDEA Part C Office at .

    The IDEA Part C Office would like to thank everyone who contributed feedback for the use of ARP funds.     Part C Office Mission Statement

      To oversee the development and implementation of a statewide, family-centered, community-based, comprehensive, interagency service delivery system for infants and toddlers (birth through two) who are eligible for Part C services, and their families. This system will be continuously monitored and evaluated to ensure that appropriate and evidenced based services are provided, families are respected, supported and involved, and that the potential of each child is maximized.

        The Nevada Part C Office is responsible for a:

        • Comprehensive child find system and a Central directory (Project ASSIST);
        • Public awareness program;
        • Procedural safeguards;
        • Interagency Coordinating Council (ICC);
        • The monitoring of Part C programs and activities;
        • Providing technical assistance to programs;
        • Developing procedures for resolving complaints;
        • Developing policies and procedures related to financial matters;

        • Developing interagency agreements;
        • Resolution of disputes;

        Infant & Toddler Coordinators Association

        The Individuals with Disabilities Education Act (IDEA) Infant and Toddler Coordinators Association is organized as a not-for-profit corporation to promote mutual assistance, cooperation, and exchange of information and ideas in the administration of Part C and to provide support to state and territory Part C coordinators.
        To achieve this, the Association is committed to:
        • Identify and represent the interests of state and territory infant and toddler early intervention programs at the national level;
        • Develop and recommend models, standards, policies, and programs that promote quality services to eligible infants and toddlers and their families; and
        • Strengthen current leadership and foster new leadership in early intervention programs at the local, state or territory, and national levels.

        Why was IDEA Part C created?

        Chapter 33, Subchapter III. IDEA began as a civil rights law in 1975 to provide access for students with disabilities with a Free Appropriate Public Education (FAPE), and it was later recognized that students with disabilities and their families needed additional support in the education process.
