Checks are on the way to millions of California residents as the state begins distributing its own stimulus package.

The first batch of $600 stimulus checks will hit bank accounts tomorrow, with additional batches coming every two weeks. Some 600,000 people will see the financial boost this week, according to the state Franchise Tax Board.

All totaled, roughly two-thirds of the state’s population will receive the stimulus payments. Most are expected to be issued before Oct. 15. Eligible taxpayers with dependents will receive $1,100.

The checks are being disbursed to people who make less than $75,000 per year. This is the second round of $600 checks California has issued. The first, this spring, went to those who make under $30,000 per year.

The payments come as California governor Gavin Newsom faces a recall election.

California’s not the only state offering financial assistance to its residents. New Mexico plans to offer a one-time $750 payment to certain low-income residents. And many states are giving (or have given) hazard pay bonuses to teachers and education professionals.

Georgia, in March, approved plans to give $1,000 to everyone from teachers to bus drivers. Tennessee is set to give educators a $1,000 bonus before Jan. 1, 2022. And last month, teachers and principals across Florida began receiving $1,000 checks.

The state checks come as the federal government continues to distribute $1,400 stimulus checks that began disbursing in March. To date, the IRS and Treasury Department have sent out checks to 171 million Americans, totaling over $400 billion. The IRS will continue making Economic Impact Payments on a weekly basis, it says.

The final round of the Golden State Stimulus II (GSS II) payments is being mailed out to qualifying California residents. Families that met the eligibility requirements receive $600 plus $500 for dependents.

With this final round of payments, California has now issued more than 8 million checks and deposits, valued at more than $5.9 billion.

The second round of stimulus checks for California residents was part of Gov. Gavin Newsom's $100 billion budget that he signed into law in July. As part of the plan, the state expected to provide billions in coronavirus relief to 15.2 million California households – or about two-thirds of the state's taxpayers.

"The Golden State Stimulus is key to lifting up those hit hardest by the pandemic and supporting California’s economic recovery, putting money directly in the hands of folks who will spend it on basic needs and within their local communities," Newsom said in a statement at the time.

Eligible recipients include current California residents who lived in the state for more than half of the 2020 tax year and individuals who earned $75,000 or less in 2020.

Taxpayers filing with an Individual Taxpayer Identification Number (ITIN) who have applied for but have not received their ITIN by October 15, 2021, have until February 15, 2022, to file their return and still be eligible for GSS I and GSS II. 

More California stimulus payments mailed out

Some 800,000 stimulus checks are being mailed Monday to qualifying California residents.

Payments will go out by the last 3 digits of the ZIP code on your 2020 tax return. 

The state released the following timeframes for qualifying recipients to expect their payments by mail based on the last three digits of their ZIP code:

  • 928-999 12/27/2021 through 1/11/2022

If you haven’t gotten your Golden State Stimulus check, you may want to check your mailbox periodically over the next few weeks.

Hundreds of thousands of Californians will get their $600 to $1,100 paper checks in the mailbox between now and January.

If the last three digits of your ZIP code are below 044, the checks should have already been mailed to you, according to the Franchise Tax Board.

For others, here’s when the state plans to mail the checks, set by the last three digits of your ZIP code. It may take up to three weeks for them to arrive in your mailbox. The board noted some payments may need extra time to process for accuracy and completeness:

045-220: Checks mailed Oct. 18 through Nov. 5 and to arrive by Nov. 26.

221-375: Checks mailed Nov. 1 through Nov. 19 and to arrive by Dec. 10.

376-584: Checks mailed Nov. 15 through Dec. 3 and to arrive by Dec. 24.

585-719: Checks mailed Nov. 29 through Dec. 17 and to arrive by Jan. 7.

720-927: Checks mailed Dec. 13 through Dec. 31 and to arrive by Jan. 21.

928-999: Checks mailed Dec. 27 through Jan. 11 and to arrive by Feb. 1.

Some 3.7 million direct deposits have already been sent to people’s bank account, the board’s spokesman, Andrew LePage, said in an e-mail. If you haven’t received payments by direct deposits by now, you will likely receive a mailed check, he said.

Altogether, 6.5 million payments have already been issued for a total of about $4.7 billion, LePage said. The board has said it estimates about 9 million Californians are eligible for the checks.

To be eligible for the payments, Californians must have filed their 2020 tax returns by Oct. 15. If your tax return is processed during or after the time specified above, you could wait up to 60 days afterwards to get the stimulus money, the board said on its website.

Only those who made less than $75,000 in 2020 are eligible. You must have been a California resident for more than half of 2020, and you must be a California resident by the time the payments are issued.

Those who don’t have dependents will get $600, while those who do will get $1,100.

Those who got $600 checks back around May through the first round of the Golden State Stimulus are eligible to receive a $500 or $1,000 check this time as long as they have one or more dependent. You can check your eligibility at the board’s calculator on its website.

Gov. Gavin Newsom announced plans for the stimulus payments in May as the state accumulated a record $76 billion budget surplus driven by income tax collected from the state’s wealthiest residents. The state was required to give some of its surplus back to its taxpayers to comply with a government spending cap California voters approved by ballot initiative in 1979.

The Golden State Stimulus program is expected to cost $12 billion in total for the state.
