I’m building a third-party iOS app called Fuji-Fi that lets you transfer photos from Fujifilm cameras over wi-fi, including RAW photos.

Fujifilm restricted RAW image transfer via wi-fi for normal select & transfer image import. Although this option is supported in my app as well. However this restriction does not apply when using the PC Auto Save feature on your camera.

The way PC Auto Save works is instead of your iPhone/iPad connecting to your camera's wi-fi hotspot, your camera connects to a specified wi-fi network. Once connected it looks for a computer on the network that has the PC Auto Save app running. When found it initiates an automatic transfer. That includes JPEGs, RAF and MOV files.

Previously PC Auto Save was only available as a desktop app. I've reimplemented the protocol for iOS and now this feature is available on your iPhone or iPad. The only caveat is you need to have a wi-fi network available to transfer through. If you have an iPhone or a cellular iPad you can just setup your Personal Hotspot as the target wi-fi network.
